Not every Act of Violence of Student against Student is Bullying!!!!!!!

Not every student who has fallen victim to physical violence by another student is a victim of bullying.  According to news outlets, there have been several students who have been victims of physical violence due to both parties being guilty of engaging in combative discord. The families of the victims have been claiming bullying as the culprit. Florida Law has made it clear that bullying is defined as: " systematic and ongoing form of verbal or physical abuse or both on the victim by one or more individuals [mobbing] and Harassment is the ongoing, unwanted behavior towards the victim: any threatening, insulting, or dehumanizing gesture, use of data or computer software, or written, verbal, or physical conduct directed against the victim.  The operative word is systematic and ongoing.
  There are criminal laws that address battery and aggravated types of battery where either weapons are used or victims receive injuries.  If the child prior to the battery was not the victim to ongoing systematic forms or either verbal and or physical abuse he or she was not bullied.  It is imperative not to confuse every abusive act against a student by another student as bullying.
